Graduate School Thesis Defense of Claudeline Cellan, MS Econometrics Graduate

Deans and Directors Meeting last July 31, 2026

Topic

  • Pre-semester academic operations meeting covering the university's proposed AI policy, first-year enrollment status, service PE/Gen Ed/NSTP readiness, facility concerns, and instruction delivery arrangements for School Year 2026–2027. 12

What was discussed

Proposed AI Policy
  • Dr. Randy Tudy presented a research-based draft policy on ethical use and development of AI in academic and administrative activities. 3
  • Key principles: academic integrity, transparency, data privacy, copyright respect, and cultural sensitivity. 45
  • Permissible uses include instructional integration, assessment, thesis/dissertation writing assistance, and literature review. 67
  • 15% AI-generated content threshold was debated; concerns raised that detection tools (e.g., Turnitin, Grammarly) may flag human-written content as AI-generated. 89
  • Prohibited: fully AI-generated submissions, non-disclosure of AI use, data distortion, and IP violations. 1011
  • Action: Committee to be formed to finalize the policy; AI awareness to be included in Day 1 student briefer. 12
Enrollment Updates (SY 2026–2027)
  • Out of 3,606 enlisted applicants, only 3,207 responded to a follow-up survey; 3,088 confirmed enrollment intent, but 119 declined (top reason: enrolled elsewhere). 1314
  • Total officially enrolled first-year students across all campuses: ~2,875 as of July 30. 15
  • Overall first-semester enrollment (all year levels): 9,632 students. 16
  • Average enrollment rate over the last 4 academic years: ~75.25% of enlisted applicants. 16
  • Proposed actions: intensify localized recruitment, shorten confirmation window, align results release with other SUCs, and move pre-enrollment to 2nd–3rd week of July. 1718
Service PE, Gen Ed, and NSTP Readiness
  • Service PE: 90 sections across colleges in Obrero campus; issues include faculty shortages, room allocation gaps, religious/medical exemption requests, and Friday schedule compliance concerns. 1920
  • Gen Ed: 288 sections offered; 21 sections with zero enrollment, 24 possible for merging, 33 for splitting; faculty loading still tentative with 17 COS positions to be hired. 212223
  • NSTP total enrollment: 1,756 (Obrero), 265 (Tagum-Mabini), 625 (Mintal), 150 (Malabog); discrepancies noted between NSTP and OUR enrollment figures. 2425
Facility Readiness
  • Concerns raised across colleges: malfunctioning air-conditioning units, insufficient computers in CIC laboratories, yellow-tagged rooms pending repair, substandard stair railings in the IT building. 2627
  • Action: OVPAA to consolidate and transmit a formal letter to OBPAD citing repeated unresolved facility concerns. 28
Instruction Delivery Arrangement (El Niño Preparedness)
  • Super El Niño projected to peak October–December 2026, gradually easing through June 2027. 2930
  • Agreed arrangement: Monday–Thursday on-site face-to-face; Friday flexible/online; exceptions for extreme heat or weather. 3132
  • Graduate school: 75% on-site, 25% online; second Saturday of each month designated as online. 33
  • New MC to be drafted consolidating these provisions; current baseline is MC 2026-02. 34
Other Academic Policy Updates
  • Load credit for thesis/capstone: Implementation deferred; committee to be formed to resolve conflicting provisions and financial implications (e.g., 0.5 units/adviser, 0.25/panel member). 3536
  • Class record automation: Meeting held with SDMD; outcome is Excel-based template sharing in the interim — no system automation imminent. 3738
  • Risk assessment form for off-campus activities: Updated form presented by OSAS; includes basic activity information, location, and type. 39
  • MC 2025-08 amendments on publication requirements before graduation to be presented by Dr. Delijero (referenced but not fully discussed in session). 40

Takeaway / Understanding

The university is entering SY 2026–2027 with most operational components in place but facing persistent gaps in faculty hiring for Gen Ed, unresolved facility maintenance, and policy instruments (AI policy, load credit MC) still under development. The meeting established clear interim arrangements to ensure classes proceed while longer-term policy and system work continues.
