CAEc Local Council Meeting last October 30, 2026 (Friday)

Key Outcomes

The Local Academic Council meeting covered three main areas: review and comment on the draft Faculty Manual, discussion of a student grievance case involving a student with special needs, and a preliminary Q4 performance review. Key Faculty Manual comments were endorsed to the Office of the VP for Academic Affairs. A parent conference was approved as the next step for the grievance case. Several Q4 targets remain significantly below threshold, requiring urgent action before year-end.

Decisions Made

  • Faculty Manual – Teaching Load: Recommend removing the maximum cap on thesis advisory load credit (0.5 per student) in the absence of service credit, to reflect actual faculty effort. 1
  • Faculty Manual – Work Hours: Recommend reducing the minimum required work hours from 18 to 15 units, subject to number of course preparations (3 preparations = 15 units; 4 preparations = 18 units). 23
  • Faculty Manual – Ad Hoc Committees: Add a provision for load credit or honorarium for membership in ad hoc/university committees. 4
  • Faculty Manual – Faculty Responsibilities: Suggest consolidating scattered faculty responsibility subsections into one unified section throughout the manual. 5
  • Faculty Manual – Research Load Credit: Add a provision under load credit for faculty involved in external R&D projects. 67
  • Faculty Manual – Redundant Sections: Recommend deleting sections already covered under regular faculty function (e.g., reviewing approved teaching loads). 89
  • Graduate School Manual – Class Size: Flagged the 10-student minimum for graduate courses as financially burdensome; raised for committee-level resolution. 1011
  • Graduate School Manual – Thesis Fees: Flagged the practice of collecting thesis/dissertation fees before defense and via bank transfer to advisers as potentially non-compliant; recommended removal or silent treatment in the manual. 1213
  • Instructional Materials: Approved endorsement of two instructional materials by Atty. Carlo Carmogan — Growth Theory and Public Economics. 14
  • BS Economics Curriculum Revision Committee: Constituted, led by Dr. Estrada, with all faculty as members. 15
  • Student Grievance (Kobe): Approved resolution to conduct a parent conference as the next formal step; refer to Guidance Office for professional assessment. 161718

Q4 Performance Status

  • Research outputs published: 14.29% achieved vs. 30% target — below threshold. 19
  • Faculty engaged in research: 60% vs. 95% required — significantly below target. 19
  • Faculty with at least one patent publication: 11.11% vs. 20% target. 20
  • Faculty presenting research: 3 out of 40% target — critical gap. 21
  • Research funding secured: ~₱1.7M toward ₱5M target; upcoming projects expected to close gap. 22
  • Extension training beneficiaries: 100% satisfaction rate achieved; however, only 40 out of 210 trained. 23
  • Extension program proposals: Still pending submission; Sir Carlo's proposal targeted for January effectivity. 24
